Browser Downloads Need External Power?

While downloading any thing through browser (UC browser/ Operamini ) or through any app (Tubcast, downloadthemall ), it shows "waiting for an external power" and downloading does not start. what does it means . I am using lumia 730 windows phone 8.1

Remove the battery saver option or charge the phone. Background downloads don't work under powersaver.
