Cant access windows apps after windows 10 downgrade

surface pro 3.
restored to windows 8.1 from windows 10 and now cant access metro microsoft services via apps. ie, cant download from store, cant access calendar. it asks me to log in but then says services are down and or cant access, try again. thoughts or ideas?

Saw someone mention something like this, think he mentioned changing passwords fixed it.
