Probably because it was already up to date when it was released. That site shows which models have been update to black and which are still waiting to be updated.

Oh right I thought it was just updates in general as opposed to Lumia Black?

I assume that when the next update hits all the Lumia phones will be on that site since it will be updated. Since Lumia 1520 was released with black there was no point having it on that site.
