Here Drive Use outside of USA?

During a recent visit to Spain (which entailed no local driving) I was able to make calls to numbers in the States using WiFi ? and thereby incurring no foreign roaming charges.
Since Here Drive uses only cellular connection (?) how would a US subscriber use Here Drive while driving, say, in Canada or Europe?
Would appreciate any tips on the subject.

If I understand you correctly, you're using Here Drive, and not Here Drive+. With Here Drive, my understanding is that you are limited to your own country's maps, when it comes to downloading them for offline use at no charge, and that you'd need to pay for a license to download other countries' maps for offline use.

Manyy thanks for your response ... it clears up a good bit of my confusion.
The device I have is Lumia 925, and it appears that the default version of Here Drive for 925 is Here Drive+.
In Here Maps I did download maps of New England, Canada, Spain, etc. I have used Here Drive+ for New England and California driving, so from what you say I should be able to make similar offline use of Here Drive+ in Canada??

Yes, if you have Here Drive+, then you can download maps of any part of the world for offline use.

I live in Iran. I had lumia 710 and nokia drive worked on it perfectly
I've bought lumia 925 for 1 week ago with here drive + . it should make me glad
but unfortunately it seems that we can not use it in Iran!
it's not fare! why we can not use it?
