How on earth do you pair WP8 to W8.1 via bluetooth?

Interesting. I am having the same issue with a new Win8.1 64-bit Enterprise Lenovo laptop. The WP used to stay connected just fine to a Win7 64-bit Enterprise laptop. I will try uninstalling the BT driver and reinstalling.
