I updated to windows 10 and it messed up my computer. What's wrong and how do I fix i

I downloaded the update and when it restarted my screen just kept flashing. I checked the CPU usage at it stayed between 90-100%. I've tried rebooting my computer but the problem keeps persisting. I can't do anything because the desktop keeps flashing and cursor keeps spinning. The computer is less than a year old. What can I do?
