I see your CSC is
MBM which is
T-Mobile Macedonia, so I guess you are Macedonian citizen right? If so, I am too, but just for the matter of the forum I will write you in english.
1. Thats a known bug in the developer preview of
WP8.1, so that will be fixed in the firmware by
Samsung when
WP8.1 for all devices is official (for now its only for the
Nokia devices), so even when you hard reseted, the camera bug didn't go away, that means you have to wait for the Samsung firmware, not much you can do about that at this time. This bug is not on all devices, but it's rather like "some got it, some don't". Some people reported the camera bug in the first update and then fix it with the second (or third) and some like you didn't had problem with the first update but with the second (or third) they occurs the known cam bug, so I guess it's just your "luck"
2. The numbers you wrote
2424.13.5.1 are numbers from
Firmware revision number, and those are numbers from the firmware of
WP8 GDR2. So this practically means you run a
WP8.1 DP on a firmware from
WP8 GDR2. There is your cam problem. Let me explain you a bit better. I think that since you were on
MBM CSC (which i previously said is a
T-Mobile Macedonia CSC) you got updates for your
ATIV S up to
GDR2 (
GDR3 was not allowed/supported by
T-Mobile MK). I got it the same up to
GDR2 with
MBM CSC. You change your
MBM CSC to
NEE and you didn't recieve the
GDR3, which is strange, cuz when I changed from
MBM to
NEE, the phone hard reseted and right after that I connected the phone to my Wi-Fi and it notified me instantly that updates are available, and that's how I got the
GDR3 (Firmware Revision Number got to:
2424.13.11.2, which is the Samsung's firmware for
GDR3). What you needed to do when you switch to
NEE is to wait an hour or two or maybe day or two. Eventually the updates would be available for you. But I guess you didn't wait and when the
WP8.1 DP start rolling you go right up from
WP8 GDR2 to
WP8.1 Developers Preview and you got the bug that you are having now. But don't worry, that will all be fixed once the Samsung make their own firmware for
WP8.1.
