My lumia 630 still on build 10149

My lumia 630 could not update to any build newer than 10149. I am keeping trying since one month to upgrade to 10166, with no result, either the phone stuck on 37% or after the full download it gives an error code 0*8007000e.
Now I am trying to upgrade to the latest build but seems that it should first get 10166.
I did a hard rest several time, also tried to downgrade to 8.1 but with no result. I would appreciate your help

If you go back to 81, you should be able to upgrade to 10166 and then to the latest build.

The windows phone recovery tool is for newer phones, the Lumia Phone recovery tool for older phones, this is a Link , to both

No harm in trying both. Hope you can reset Win 8.1
