My surface book is not starting

Please I need help, I had to reset my surface book and now it is stuck and is not booting out of the update screen screen, the screen is just switching between the black with the loop and the bleu showing 64% updated. I tried using a recovery usb, I tried even seeing how to enter the bio, no luck. I really need help on this one. Thanks
