Outlook mobile on windows 10 mobile, email attachment download failure..using a work imap account

Been plugging along fine with windows 10 mobile on the lumia 950xl. Outlook email has been working perfectly for several months until last week. Now all email attachment downloads fail.

Message: We're sorry, we couldn't complete the download. Please try again later.

this is a work imap account. Email account works fine on outlook 2013 on pc and tablet. Same settings, account info, etc.

This account has worked fine on this phone for months with no problem downloading attachments , pdfs, etc.

Have deleted the account from the phone, and re-created it on the phone. Can get emails, and read emails, but downloads are no longer downloading. No matter how many retries, just wont download.

Any ideas?

device updated 10.0.10586.218 last night. Still no change in email attachment problem. By the way, embedded images load fine.
