Playlist sync between surface and phone

My daughter has a SurfacePro2 and a Lumia 820. She created a playlist in Xbox Music on her Surface Pro, and is trying to move that playlist over to her phone. Are playlists not synced? How can she move this playlist to her phone? I don't think she is using onedrive or anything like that.. Just hooking to two up via USB

I don't think there is automatic syncing of playlists unless you have a music pass (if so then it does it without connecting all done over the internet)

Otherwise, if the SP works the same as Win 8

Hook them up via USB
Open up xbox music on the SP and display the playlist
Open up the Charms bar and click Share, then select the Phone

Playlist should then be sent to the phone

I used Windows Media Player to get playlists to a Windows Phone.
I think it's a transfer rather than a sync though.
