Maybe Universal Windows Platform enterprises. Steam UWP store. But here's the kicker. It will run in a virtualized container so it will still let you deal with all the modding and file modifications as it will have it's own filesystem. The Steam app itself would require the addition of a file manager built in etc...

I think that's very possible. Keeps Windows secure while allowing w32 apps.

Any partnership could bring in many stores from any platform really.

Oh no, N has some steps forward, but they won't be beating Windows in full-fledged PC's anytime soon.
