Touch disabled on Google Chrome

I began to notice that the chrome would always freeze after I opened it. No reaction except for the close button. I'm on my Surface so naturally I was touching the screen, but I began to notice that chrome would work fine when I used the mouse. All other touch functions not on chrome work fine. Is anyone else having trouble?
 
Go to: chrome://flags/ and look for "Enable touch events". Change the value in drop down menu from "Automatic" to "Enable".
