update stuck at 0%, how to fix it?

Over 24 hours it is still 0%
another time i waited for like 8 hours it goes to 19%, then i reboot the phone, it went back to 0%
already tried battery saver mode on/off airplane mode on/off
did a reset, still same problem

how do you guys fix it?

You might need to reset back to WP8.1 and try again.

i am doing it, but i want to ask, is this a known issue and go back to 8.1 all the way is the fix?
