W10 Mobile + Win. Device Recover Tool/Rest not updating firm war from .16035.40009

[Windows Central Question]

Windows Device Recover Tool reports that .40009 is the latest update for my 650 Lumia, not true

Reset doesn't either update the firmware, OS is 10.0.14393.693

I don't have the double tap or as I read other improvements

I posted feedback to Microsoft, I've reported this to Insider. No responses? Makes me think this 650 developments are dead in the water.

Have you tried looking for updates OTA? The latest firmware I see is 01078.00042.16352.50014 for Lumia 650.
