The process for processing agragate limestone into cement mixture is quite invovled. Lots of machinery. If you're doing lots of building work you need lots of cement. So you can have several small plants (still big) or one big plant.

the plant to make cement to make a building out of cement to make more cement .....ok gotcha !

The plants that make cement are mostly steel work. It's only the foundations that would be cement. Most industrial buildings are like this.

The plants that make cement are mostly steel work. It's only the foundations that would be cement. Most industrial buildings are like this.

Machines are more accurate than humans but there is always error because of the maker and nothing is perfect.
