Who is responsible of this, Windows Central, windows 10, Edge, VPN, or a virus of some sort?

Ok so this is completely new to me, but some how there is a ad pop-up on the windows central forum site?

but which one of the above is responsible for it?​

It may or may not help, but I suggest blocking all 3rd party cookies.

Either way, I find it speeds up how fast web sites load.
