Win10 Anniversary and phone notifications

Hello,

I have been trying unsuccessfully to get my phone's notifications to appear on my Surface Pro 3 with windows 10 Anniversary Update. My phone is an old Nokia Lumia 810 running Windows Phone 8.1 Update. I have triple-checked and my phone and surface are tied to the same MS account. Both devices show up in my devices list on my Microsoft account. Both devices are set to sync.

On my Surface, in setting, notifications, Phone does not appear in the list of notification senders.

So, is it necessary that I have a windows 10 capable phone to be able to share the notifications between my Surface and my Phone?

Windows phone must also be on Windows 10 Mobile 1608 build (Anniversary Update) for notifications to sync. Or running an Android phone or iPhone with Cortana installed.
