Windows 10 Messaging App with Surface 3 LTE

Is it possible to send text messages using the new Windows 10 Messaging app on a Surface 3 LTE? I get an error: "Can't send. We couldn't send your message. Check to make sure airplane mode is turned off and your SIM is active."

Yeah that's the same error message I get as well. I can't seem to figure out a way to make it work. It sucks because it would be an awesome tool to use when sending files and or quick messages.
