Update: I used the above Rogers software and it installed perfectly. Also, for anyone who's interested, this was a Rogers ROM installed onto an AT&T phone, and I had no issues whatsoever. Further, it DID add the option to change the max. network speed to 2G/3G/LTE, which in turn did solve the problem I was having. For anyone having a similar issue, I believe this is the ONLY route to fixing it, so I recommend giving it a shot (although don't hold me responsible if anything goes wrong).
I now own an AT&T branded phone, with the Rogers OS and splash screen, working on the Telus network.. Lol. If anyone knows of any unbranded ROMS that may also do this, I'd appreciate it, as it will take a bit of explaining as to why my AT&T phone has a Rogers splash screen if I ever decide to sell it.. Lol.
