How do I change my input back to scrolling from having to double tap?

I can no longer scroll through any screen! I have to drag then double click but still cannot get to all choices because the screen will not scroll.

I also need to turn off the narrator.

Prior to these issues, I wasn't able to get online using my data so I will need to fix that as well.
