I can't figure out why it's so difficult to issue a date or "coming the week of"
Why say anything?

These companies must get a kick out of pushing consumers to the edge of a chasm and watching a few go over to something else.
I'm getting very tired with this policy of dangling tidbits.
Very frustrated here.

Just keep punching everybody in the gut US retailers\carriers...everybody will eventually go unlocked with bargain providers.

I've never had T-Mobile. Are they like this with all brands of phones, or is this "coming soon" thing restricted to the Lumias?

Nope... It's a Microsoft thing... All other manufacturers post a date.

Maybe the 640+XL is being released according to the Windows Phone market share in that country. It would explain the phones already being available in most developing countries where there are more users. It's the only reason I can think of for the delay.

Wait for a few months till the unlocked LTA variants start showing up on B&H/Expansys and then buy it unlocked. Ohh wait....by then Microsoft might release another competing price phone...more confusion :-/

When it comes to releasing/supporting WPs all US carrier suck badly. Either they delay releases like these, or updates like the 830 (AT&T 830 owners' dilemma). Now between waiting for this and other important things in life, it's better to choose an unlocked phone and move on rather than getting frustrated every freaking week for a phone release date (in some cases a software update). After T-Mobile's 810 fiasco I'm done using their phones. Plus since AT&T has started locking the firmware for its variants that's a no option either. Unlocked is the way to go if you want to enjoy a less frustrating WP experience, and I'm talking only about the situation here in the US.

You're absolutely right about US carriers- speaking of T-Mobile support, they sell a high-end phone like the HTC 8X and almost immediately abandon it.

It does not. Gosh I completely forgot about that feature. It will work if you install the T-Mobile ROM. For folks who absolutely need it should still wait till T-Mobile releases the phone or Microsoft releases the ROM (both MIA as of today)

If you keep using it on T-mo, yes.
(I could use wifi calling on my 521 on Tmo after unlock).

After I switched from Tmo to Walmart family mobile, wifi calling stopped working. Even though WFM uses Tmo network.

I can get what T-mobile offers for $60 for only $45 with Straighttalk. Not sure Wifi-calling is worth $15 extra dollars a month.

It doesn't work unless your phone is originally T-Mobile and unlocked. I got my 925 unlocked last year and Wi-Fi calling still works fine. My friend got an unlocked 1020 back in February and can't get Wi-Fi calling, much to her dismay. I tried it on my unlocked 920 two years ago as well, but to no avail.

I saw it is officially launching in Pakistan or something today. Maybe that's what it was? Also Surface 3 is launching today.

I guess it gives me more time to save up for it. I still have a dumb phone for a reason.
