Question re: background downloading

I have a question for developers. Windows Phone 8.0 was limited in how much third party apps could download in the background. As a result, users had to have apps such as WPTorrent and PODCASTS running in the foreground in order to download files. So, has the limitation improved in Windows Phone 8.1?

I think UC browser supports background download without podcasts/wptorrent
