Search Bar/Cortana Non-functional

I have tried everything under the sun to fix this. The search/Cortana button on the taskbar is unresponsive. Whenever I try to adjust setting under Cortana & Search I get this error:

ms-cortana://StartMode=Settings&QuerySource=Settings
The app didn't start

Any ideas?

Fixed. Took a lot of work and browsing but I finally found something that worked. Here is what you need to do:

1. Open powershell as admin.
2. Browse to C:\Program Files\Windowsapps
3. Do a Dir
4. You will find something like: Microsoft.Cortana_1.4.2.200_neutral_CortanaApp.scale-180_8wekyb3d8bbwe
5. CD to it.
6. Run this command: powershell -ExecutionPolicy Unrestricted Add-AppxPackage -DisableDevelopmentMode -Register AppxManifest.xml
7. Cortana comes back from the dead.
8. If that doesn't work you might also have to run I on another Cortana folder (there are two).

I can't seem to get access to C:\Program Files\WindowsApps within Windows Explorer. Its completely locked down. Under the security tab in Properties>Advanced>Advanced Security Settings for WindowsApps, it wont let me add a user to the Security Permissions in Advanced. My user account is a full administrator on the machine. The administrator group is added under Allow with Read & Execute Access and it applies to "This Folder, Sub-folders and files". The Add and Remove Buttons are grayed out.

Hi guys. I also have this problem - but in my windows apps folder, there is nothing with cortana at all. Can anyone troubleshoot that?
