The Update 1 is available for the HTC 8XT, but given the recent problems regarding the 8x and 8s, I'm hesitant to update. does anyone have an 8xt with 8.1? is the Wi-Fi bug (or bugs) fixed? Have you tried the bing weather app (which absolutely screws with your phone on the 8.1 preview)?

Cyan is a firmware and was bundled with WP 8.1 what is official software. It doesn't bring WP 8.1. within installation you got two separate files one is WP 8.1 and another is Cyan. I have WP 8.1 PD and later I was offered Cyan which was installed separately without WP 8.1. Now I have on my L925 official Cyan and WP8.1 GDR1 PD.

And without the Cyan update, you don't get WP8.1 if you're not running the Preview. Ergo, Cyan brings WP8.1. In other words, you can't have Cyan without WP8.1.

OK I'm being really thick here. If O2 have approved and the returned updates are 'sitting with Nokia' how come other UK carriers are adamant they still have them and are still testing.

And why do CV handsets have to wait, since they don't have that aspect to deal with.

Precisely.

Only reason I can think of (and even then it's crap), is that they are forced to wait because if they were released first then everyone would just flash their phone to the CV version, and would defeat the object of the carriers offering phones for less than the factory unlocked ones.
