Same problem here: Lumia 925 WP 8.1 final release with Cyan (T-Mobile Germany).

Edit: Hi MilanMilan :). No solution here, but I did a hard/factory reset and it didn't do the trick for me.

My 930 updated perfectly, but with my old 920 on EE I keep getting this error (tried 3 times). Now I will try with region set to US...

I have the same problem, incredibly annoying hope they can fix this soon. I want to play with the new features :(

"Same here, same here, same here..." I hate to see these two words again and again.
Microsoft, please fix it. I can not complete the process of the update, it was downloaded, but could not be opened. (LUMIA 925 + 8.1 + Cyan)
What a shame for Gates.

I'm not sure that this can be fixed. Last update (after Cyan) have the same problem and it not was fixed. They mentioned some BitLocker problem, but that's it.

Found SOLUTION but you won't gonna like it. After hours of trial and error changing language hard reset etc i solved it. For those who have Lumia 925,

Use recovery tool by Nokia
Revert back to Windows Phone 8.0
Update to OFFICIAL 8.1 WITHOUT DEV PREVIEW
if official 8.1 doesn't rolled out to your carrier i don't know if its gonna work
Use Dev Preview to Update to Windows phone 8.1 update 1.
That's it, if you have time and patient try it
